Pull Point: Shortly before her death, while she is hiding in the closet during the Repentance waiting for Itsuki to come save her.
Background Info:
History: Chitose grew up in a place known as All Gods’ Village, with her two older brothers, twins Itsuki and Mutsuki. No mention is ever made of their parents, though Itsuki and Mutsuki are only fifteen at the time their story takes place, and Chitose is around ten. The village itself is a place of tradition and ritual - every ten years, a ritual known as the Crimson Sacrifice takes place. This grisly ceremony in which one twin strangles the other to appease the Hellish Abyss, over which the village is located, keeps the village itself prosperous at the cost of one life (and, often, the remaining twin’s sanity) every ten years... but unluckily for Chitose, when the ritual rolls around this time, her brothers are the oldest twins, and the ones to complete it.
Chitose herself is too young and sheltered to have any knowledge of this, and when Itsuki and Mutsuki’s ritual fails due to their closeness and love for one another, she doesn’t understand why one of her brothers has returned with white hair and sad eyes and the other hasn’t returned at al. She still doesn’t understand later when Itsuki disappears as well - all she knows is that he’s doing something to help Yae and Sae Kurosawa, the next pair of twins in line for the ritual, and that he had asked her to play a very important role in his plan. She was supposed to give the key to his room to his friend, the outsider Ryozo Munakata, who he’d summoned to the village to help.
However, Chitose had always been terrified of strangers, and though she had promised Itsuki she’d do this for him, when Ryozo actually arrived she was too afraid, and hid in the closet instead of giving him the key. It’s unclear what effect this actually had on the plan, as it would likely have succeeded regardless if Sae hadn’t tripped and hurt her leg as the twins were trying to escape and been recaptured - but either way, the plan failed, and the Repentance hit the village, the catastrophic result of the village’s rituals not being successfully completed in the proper time. The Hellish Abyss spewed forth a dark, dreadful power known as Malice, and everyone in the village died, including Chitose, now trapped in the very closet in which she’d sought refuge. She had hoped Itsuki would come and save her - he’d given her a bell to wear around her wrist and told her that no matter what, when it rang he’d come and find her - but Itsuki was already dead; when the villagers had locked him up for helping Yae and Sae escape, knowing he could do no more and not wanting to live without his beloved twin anymore, he’d hanged himself, and so Chitose died trapped, terrified and entirely alone.
Personality: Chitose is far from a typical ten-year-old. Quiet and timid, serious but still with a naivete that marks the sheltered nature of her existence, she’s a strange mix of an old soul and someone who hasn’t even learned many basic things about the world that someone her age should already know.
Her diaries are the main way we get a glimpse into her personality; the way she writes is in itself the first clue of her childlike nature. She writes in simple, basic sentences, things like “My eyes are not too good”, and her writing is a little disjointed, jumping from topic to topic. Her diary also displays her complete and unwavering loyalty to and faith in her brothers, Itsuki especially, as she writes about the bell he’s given her that will summon him to come to her aid if she should wander near any dangerous places. Logically, it should be apparent that this would only work if Itsuki were in earshot of her bell... but she never thinks to question what he’d told her, that no matter where she’s hiding he’ll hear it and find her. She believes it right up to the very end. Even after her death, she remains firm in the belief that her brother couldn’t possibly do any wrong - refusing to blame him for anything, she blames Yae instead for his disappearance.
Another very important aspect of Chitose’s personality is her paralyzing fear of strangers. It’s implied that she’s often frightened enough of people to hide from them, even in a tiny, secluded village where it’s difficult to imagine everyone wouldn’t be fairly familiar with everyone else. Though she’s very proud when Itsuki gives her the important task of giving his friend a key, though she realizes it’s crucial and only she is able to do it, that is still not enough to help her overcome her fear enough to actually perform the task.
Though there’s not much opportunity to see her interact with anyone in the game itself apart from trying to kill the player, in a place like Prospero I believe she’d really have the opportunity to flourish and grow, though it would take a lot of care, effort and time to get her to trust anyone new. Given what she’d seen and experienced before her death, she’s likely to be very afraid of darkness and small spaces, though it won’t negate the need to hide from other things that frighten her (like strangers) and will put her in a continual state of unrest until she’s able to get used to her surroundings and relax a little. Once she does get to know and trust people, however, she’ll display that same loyalty she shows to her brothers, and when she feels safer in Prospero she’ll be more likely to actually act like a child, if still a very quiet, serious one.
Game Specific:
Arcana: Hanged Man
Justification: I picked the Hanged Man for Chitose based on two major aspects - the devotion and loyalty represented on the positive side, and on the negative, the inability to take action. Chitose displays an extraordinary amount of loyalty to her brothers, Mutsuki and Itsuki, and continues to remain just as devoted to Itsuki after Mutsuki’s death, if not even more so, though she observes in her diary that “Itsuki doesn’t want to talk” and though he’s still nice to her, “his eyes are always sad”. However, in spite of this loyalty, when Itsuki asks her to perform a very important task - give the key to his room to his friend, Ryozo Munakata, as part of his plan to rescue Yae and Sae Kurosawa - she’s paralyzed with fear and hides, never completing this one simple mission.

I... I wanted to... apologize to everyone I ran away from when I first came here. [she pauses, biting her lip] I didn’t know you were trying to help. I don’t... like strangers much.
[she pauses, brow furrowing as if she’s worried or puzzled, then both video and voice turn off.]
Third Person Sample:
It’s been a week since she’d arrived in this strange new place, and since then Chitose has learned all sorts of things - most importantly, that her brother Itsuki is here as well. That had been an immense relief, and since then, she’s hardly left his side... but today he’s busy, so she’s determined to do just a little bit of exploring, starting with the hotel.
“You can do it,” she whispers to herself as she cracks open the door of Itsuki’s room, peering out at the hallway with wide, slightly unfocused eyes. “It’s not that scary...”
She touches the bell on her wrist for reassurance, smiling a bit at the gentle chime it makes, then slowly creeps out, shutting the door carefully behind her.
